In the last 20 years,the European Union has implemented a number of policies to reduce the GHG emissions.As a leading actor in promoting global climate change policies,significant progresses have been made for the European Union to achieve its GHG emissions reduction targets,especially after the Kyoto Protocol became effective in 2005.By the end of 2012,the European Union had reached most of the emission reduction targets promised under the Kyoto agenda.
