2003年以来,在美国相关利益集团和国会的压力下,人民币汇率问题成为中美关系中颇受关注的政治化议题。该问题的政治化是美国贸易政策中的国会选民政治以及国会在该政策制定中的地位和作用决定的。美国国会议员们推动人民币相关法案的目的并不是想使之成为法律,来直接控制贸易政策,而是通过不断提出法案,向行政部门施加压力,向选民邀功,以期实现其获得政治影响力、争取连任的最高目标。认识到人民币汇率问题政治化的这一实质,有利于我们应对美国方面对于人民币汇率问题的压力。同时,美国国内以及中国方面关于人民币汇率问题的不同声音和看法也有利于促成该问题的理性解决。
<<Since 2003,under pressures exerted by relevant U.S.interest groups and the U.S.Congress,RMB exchange rate issue has been politicized a controversial focus in the U.S.-China relations. The politicization of RMB issue was caused by constituency politics in the U.S.Congress,given the roles played by the Congress in the process of U.S.trade policy making. The purpose of a U.S.legislator to propose a RMB legislation was not to make it become a law,but to brandish it as a“threat”,to put pressure on the Executive and claim credit from his/her constituencies,and get his/her upmost goals:maintaining and enhancing political standing at home and in Washington and seeking re-election. Recognizing the essence of politicization of RMB issue is important for us to respond properly the pressure brought by the U.S.side. Meanwhile,different voices on RMB issue from both the U.S.and China are believed to help to come to a reasonable solution to the issue.
