Human resource service industrial park is the emerging field and major content in the development of human resource service industry. It represents the logical requirement for accelerating economic growth pattern, facilitating higher-quality employment, adopting the strategy of human resource-driven power, and facilitating innovations in human resource service industry. At present, the national industrial parks in China are making great innovation efforts, many regional industrial parks are being developed, and the conventional clusters still possess advantages. At the same time, China is still facing such problems as yet-to-be-established overall synergy, insufficient motivation for institutional innovation, weak government support, less-developed market environment, and backward diversified input mechanism. To facilitate development of human resource service industry, it is imperative to accurately handle relations between government and market, between public interest and operating market, industrial transformation and independent innovation, overall planning and focus promotion. Besides, it is also necessary to clarify strategic positioning, make innovative operating mechanism, strengthen focus of industrial policies, build the model of cluster development, make innovative mechanism of diversified input, enhance regulated management, and push forward strategic alliance and international development.
