    推动实现农民工高质量就业研究

    摘要

    2012年农民工总量继续增加,中西部地区的经济结构和产业结构调整,导致其吸纳农民工的能力持续增强,使得跨省流动农民工所占比重稳步下降。虽然农民工工资稳步提高、拖欠工资问题继续改善,但是农民工大龄化趋势日益凸显,劳动技能不高、签订劳动合同率低、社会保障水平低、居住条件差等问题依然突出,影响着农民工就业质量的提高。为此,本文从就业市场分割影响农民工公平就业、农民工就业歧视问题严重、农民工就业劳动关系、社会保障问题以及农民工就业的附属问题短期内难以解决等方面,论证了农民工就业质量不高的原因。最后,本文对此提出了对策和建议。 <<

    Abstract

    In 2012, the population of migrant workers in China continued to grow. As Central China and West China adjusts economic structure and industrial structure, these regions are constantly improving their capacity to absorb migrant workers. In this way, the proportion of trans-provincial migrant workers in the total migrant worker population is falling down steadily. Though the salaries of migrant workers keep rising, and the problem of wage arrears are being alleviated constantly, there are still prominent problems such as aging migrant workers, not high working skills, low rate of signing labor contracts, low level of social security, and poor living conditions, which hinder the migrant workers' employment quality from progress. As a result, the thesis analyzes the causes of not high employment quality of migrant workers from such perspectives as the separation of employment market impacting on the fair employment of migrant workers, serious discrimination against migrant workers, migrant worker-employer labor relations, social security and attached problems of migrant workers' employment, which cannot be solved in a short period. Last but not least, it proposes solutions to these problems. <<
