Between 2002 and 2010, China kept improving its proactive employment policy system. Since the 12th Five-Year Plan was kicked off, the Chinese government has issued the 12th Five-Year Plan for improving the employment policies for university graduates, and the policy package for the urbanization of migrant workers, and facilitating and realizing higher-quality employment. In general, the employment quality of workers and employees in China is not high enough, the labor markets still differ heavily in regulations, job opportunities are distributed unevenly, and employment discrimination is quite serious; employee-employer conflict is quite prominent. It is recommended that we should study and implement the guidelines set forth at the 18th CPC Congress, understand the profound meaning of "facilitating and realizing higher-quality employment" and shift the thinking on policies; enhance the top-level design and focus on policy integration and systemization; make surveys and studies and work harder to make policy system of promoting employment quality targeted at micro players in the market; improve and perfect laws, regulations and policies and enhance law enforcement to safeguard the legitimate rights and interests of workers and employees; and improve all policies promoting employment.
