By analyzing the current situation and problems of policy systems in this test and combining with some policy circumstances in other testing districts, this article tries to discuss"Two-oriented" society construction's relevant policy proposals in the current framework extensively, set a better example for the whole China and explore a way of industrializing and urbanizing which differs from legacy mode, especially draft some policy systems and policy suggestions according to the requirements of scientific development. <<
