事业单位工资收入分配制度改革的关键和核心是实施绩效工资,相对于公务员建立起综合类、专技类、执法类、法官检察官、警员职务序列等相对完备的薪酬体系,守正创新事业单位岗位绩效工资体系迫在眉睫。甘肃沿着国家对事业单位绩效工资“三步走”的战略规划,积极探索实践“四下放”改革,事业单位工资制度从最初的受公务员工资制度影响、相互交织到后来的不断剥离、自成体系,走出了一条不断健全完善分级分类、调控搞活、改革发展岗位绩效工资制度之路。在我国进入新时代的背景下,甘肃坚持赓续传承政策精髓,丰富绩效工资内涵,拓展绩效工资外延,绩效工资分配由无序到规范、从管理到治理,形成适合自身特点的事业单位收入分配新模式。
