构建中国特色哲学社会科学三大体系、繁荣地方哲学社会科学事业、培养地方哲学社会科学人才需要进一步深化哲学社会科学职称制度改革。青海省深化哲学社会科学职称制度改革是贯彻落实习近平总书记关于建设中国特色新型智库的必然要求,是推动落实中央和青海关于职称制度改革整体部署的内在要求,更是繁荣发展哲学社会科学和加强人才队伍建设的紧迫要求。青海省现行哲学社会科学职称制度存在评价机制不尽完善、人才评价标准不太科学、职称制度与用人制度相脱节等问题,制约着青海省哲学社会科学研究人才队伍建设及青海社会科学事业的繁荣发展。青海省哲学社会科学职称制度改革应立足青海地方实际,从科学设定哲学社会科学职称评价标准、大力创新以同行专家评审为基础的业内评价机制、适度扩展哲学社会科学研究人员评价范围、完善规范评审管理和监督机制等措施出发,全面促进职称评价制度与用人育人制度相衔接,为青海省哲学社会科学人才队伍建设及哲学社会科学事业发展提供制度保障。
<<To construct three systems of philosophy and social sciences with Chinese characteristics,prosper local philosophy and social sciences,and cultivate local talents in philosophy and social sciences,it is necessary to further deepen the reform of the professional title system related to philosophy and social sciences. Qinghai Province has deepened the reform of the professional title system related to philosophy and social sciences,which is an inevitable requirement for implementing General Secretary Xi Jinping’s important discussion on construction of new think-tanks with Chinese characteristics,an intrinsic requirement for promoting the implementation of overall arrangements of the Central Government and Qinghai Province about reform of professional title system,and also an urgent requirement for prospering philosophy and social sciences and strengthening the construction of talent teams. There are some problems in the current professional title system related to philosophy and social sciences in Qinghai Province,such as imperfect evaluation mechanism,unscientific talent evaluation standard,and disjunction between professional title system and employment system,which restrict the construction of philosophy and social science research forces and the prosperity of social sciences in Qinghai Province. The reform of the professional title system related to philosophy and social sciences in Qinghai Province should be based on the local realities,and start from scientifically establishing philosophy and social sciences related professional title evaluation standards,vigorously innovating an new industry evaluation mechanism based on peer review,moderately expanding the evaluation scope of philosophy and social science researchers,and improving the standardization of evaluation management and supervision mechanism,etc.,so as to comprehensively promote the connection between the professional title evaluation system and the employment and training system,and provide institutional guarantee for the development of philosophy and social sciences and talents in Qinghai Province.
