    甘肃事业单位绩效工资改革完善收入分配制度的实践

    摘要

    近年来,随着工资制度改革的不断深入,甘肃省在事业单位绩效工资改革方面进行了有益探索,经历了由分步实施到统一管理再到规范下放的过程。事业单位绩效工资改革从2009年开始逐步展开,甘肃省事业单位按照“双限”(限增量、限标准)原则,核定本级事业单位绩效工资总量,较好地统一了全省各地事业单位绩效工资水平,保证了绩效工资改革的顺利推进和平稳落地。2020年,全省创新绩效工资管理实行“四下放”改革举措,在破除薪酬影响人才发展体制机制障碍方面迈出实质性步伐,通过精简优化业务办理流程、减少审核关口,审核权限下放到用人单位。

    Abstract

    In recent years,with the continuous deepening of the wage system reform,Gansu Province has made beneficial exploration in the performance wage reform of public institutions,experiencing a process from step-by-step implementation to unified management to standardization and decentralization. The performance pay reform of public institutions has been carried out gradually since 2009. According to the principle of “double limit”(limit increment and limit standard),public institutions in our province have approved the total amount of performance pay of public institutions at the corresponding level,better unified the performance pay level of public institutions throughout the province,and guaranteed the smooth progress and smooth landing of performance pay reform. In 2020,the province-wide innovative performance pay management carried out the “four delegations” reform measures,and made substantial steps in breaking down the obstacles to the system and mechanism of salary affecting talent development. By streamlining and optimizing the business process,reducing the auditing gates,and delegating the auditing authority to the employing units.
