在科技创新被提升到前所未有的高度这一背景下,科研事业单位作为构建国家战略科技力量的组成部分,对建立完善符合科技创新和科研人员成长规律的岗位设置管理制度提出更高要求。岗位设置管理制度实施以来,在推动科研事业单位用人机制转换、规范人员管理、提升公共服务质量和效率方面发挥了积极作用,但还存在专业技术岗位等级设置依据欠缺、制度执行科学性不足、相关制度的协同性须进一步提升等问题。根据科研事业单位分类管理、充分放权、人才和干部培养的需求,从健全岗位设置依据、完善管理制度、推动制度协同等方面提出对策建议。
<<Given that scientific and technological(S&T)innovation has been elevated as never before,public research institutions,as an integral part of building a national strategic scientific and technological force,put forward higher requirements for the establishment and improvement of a post setting management system that conforms to the laws of S&T innovation and growth of researchers. Since its execution,the post setting management system has played an active role in promoting the transformation of employment mechanism in public research institutions,standardizing personnel management and improving the quality and efficiency of public services. However,there are still some problems,such as the lack of basis for setting professional technical post grades,the lack of scientificness in system implementation,and the enhancement of the coordination with related systems. According to public research institutions’ needs for classified management,full decentralization,talent and cadre training,some countermeasures and suggestions were made about improving the post setting basis,perfecting the management system and promoting system coordination.
