在全面深化改革的背景和要求下,天津认真落实中央关于事业单位收入分配制度改革要求,通过实施绩效工资改革,理顺收入分配关系,明确管理规范,下放管理权限,完善制度体系,逐步建立起适应事业单位发展需求、有利于激发事业单位活力的分级分类的绩效工资管理体系,为地方人事综合管理部门探索绩效工资改革、完善绩效工资管理机制积累了宝贵实践经验。
<<Under the background and the requirements of comprehensively deepening reforms,Tianjin has earnestly implemented the central government’s requirements on the reform of income distribution system of public institutions. By implementing performance-based pay reform,rationalizing the relations of income distribution,clarifying management standards,delegating administration powers,and improving institutional systems,Tianjin has gradually established a hierarchical performance-based pay management system that meets the requirements for development of public institutions and is conducive to stimulating the vitality of public institutions.
