In the face of the COVID-19 outbreak，the scientific research industry is seeking progress while maintaining stability，as a result of strong support from public research institutions. Based on the China Statistical Yearbook on Science and Technology and other documents，this paper describes public research institutions from four aspects：scientific research institutions，talent team building，research funding and outputs. It can be concluded that：the public research institutions have been steadily streamlined；have further concentrated their efforts on scientific research；have significantly optimized the personnel structure；have put more money in basic research；have achieved stable output；have deepened the reform of scientific and technological evaluation；and have further reformed the transformation of scientific and technological achievements.
