2021~2022年,在乡村振兴战略、新时代人才强国战略的引领下,事业单位相关人事政策纷纷出台。同时,事业单位领导人员管理、县以下职员等级晋升、公开招聘、薪酬激励和职称等制度的改革稳步推进。此外,教育、卫生和文化领域的事业单位人事政策也在不断创新,以助力我国公共服务的高质量发展。一年来,事业单位人事制度改革呈现以下趋势:基层人事政策体系逐步完善;人才政策的探索与实践不断丰富完善事业单位人事制度;人事政策的行业特征继续强化。
<<From 2021 to 2022,under the leadership of the strategy of rejuvenating the countryside and the strategy of strengthening the country with talents in the new era,relevant personnel policies of public institutions have been promulgated one after another. At the same time,the reform and implementation of such systems as management of public institution leaders,promotion of staff below the county level,open recruitment,salary incentive and title are steadily advancing. In addition,the personnel policies of public institutions in the fields of education,health and culture are also constantly innovating to help the high-quality development of public services in China. Overall,the personnel system reform of public institutions in this year shows a trend that the basic personnel policy system will be gradually improved,the talent policy will be continuously enriched,and the industry characteristics of personnel policy will continue to be strengthened.
