With the development of economy and society and the improvement of material living standards，cultural tourism consumption has gradually become the new normal. The CPC Central Committee has raised the development of cultural tourism and cultural creation industries to a new strategic level. The provincial Party Committee and provincial government have made the integrated development of cultural tourism and cultural creation the top priority of current work and have made arrangements for it，including focusing on top-level design，issuing various work plans for cultural tourism and cultural creation，strengthening the implementation of key projects，focusing on promoting the construction of museum cluster projects，shaping Henan brand image，focusing on creating high-quality cultural activities and programs，promoting integrated innovation in culture and tourism，strengthening the cultivation of the complete cultural industry chain，deepening the reform of system and mechanism，and providing more policy support. At present，notable achievements have been made in the implementation of integration strategy for the cultural tourism and cultural creation，but there are still problems such as low transformation rate of cultural resources and imperfect training mechanism of talents，etc.，at which，priority should be given to such aspects as the reform of system and mechanism，the main role full played by government in investment and financing，and organizational support，etc. We will continuously implement the integration strategy to build Henan into a strong province in cultural tourism.
