    北京降碳、减污、扩绿、增长的协同研究

    摘要

    本文通过构建降碳、减污、扩绿、增长协同的指标体系,对2021年和2016年北京16个区进行评价。分析发现,2021年综合指数基本表现出中心城区排名靠前,生态涵养区和城市副中心排名居中,平原新城排名较为靠后的趋势。动态对比发现,中心城区的综合指数提高最快,其次是平原新城、城市副中心,生态涵养区提高的相对较慢。本文认为,持续减少碳排放的难度加大;减污、降碳的协同效果较好,扩绿、增长协同任重道远;城乡之间、各区之间发展不平衡不充分的问题仍然突出,协同解决的方式有待提升,创新是未来协同降碳、减污、扩绿、增长面临的主要挑战,基于此,提出深入推动能源绿色低碳转型、促进生态产品的价值实现、统筹推进区域协调、深化山水林田湖草沙协同治理的政策建议。

    Abstract

    This paper builds an indicator system of carbon reduction,pollution reduction,green expansion and growth synergy,and evaluates 16 districts in Beijing in 2021 and 2016. The analysis shows that the comprehensive index in 2021 can basically show the trend that the central urban area ranks first,the ecological conservation area and the urban sub-center are in the middle,and the plain new town is relatively behind. The dynamic comparison shows that the comprehensive index of the central urban area has improved the fastest,followed by the plain new town and the urban sub-center,and the ecological conservation area has improved relatively slowly. This paper believes that it is more difficult to continuously reduce carbon emissions;The synergy effect of pollution reduction and carbon reduction is good,and the task of expanding green and economic growth synergy has a long way to go;The problem of unbalanced and inadequate development between urban and rural areas and between regions is still prominent. The way of collaborative solution needs to be improved and innovated,which is the main challenge for future collaborative carbon reduction,pollution reduction,green expansion and growth. Based on this,the policy recommendations are put forward to further promote the green and low-carbon transformation of energy,promote the value of ecological products,comprehensively promote regional coordination,and deepen the coordinated governance of mountains,forests,fields,lakes,grass and sand.
