本报告以全民数字素养与技能提升路径为研究对象,在深刻理解国家提升全民数字素养与技能战略意图和总体要求的基础上,提出包含全民数字素养与技能提升在内的数字经济“3+1”总体框架。报告采用文献调查法和案例法,研究分析了大量国内外文献和重要政策,介绍了英国、澳大利亚、印度等国家在提升全民数字素养与技能方面不同的推进机制和有效路径,国内部分省市在提升全民数字素养与技能方面的具体措施,特别介绍了内江市威远县开展数字技能知识“培训培训者”工程,推进“学习力—创新力—生产力—竞争力”转化的创新实践经验。报告最后从做好顶层设计和组织实施、领导干部带头当好数字公民、开展试点示范、开展数字扫盲工作、扩大数字资源供给、构建数字素养与技能培训体系等方面对四川省提升全民数字素养与技能提出了对策建议。
<<This report takes the path of digital literacy and skills improvement of all citizens as the research object. Based on a deep understanding of the strategic intention and overall requirements of the country to improve digital literacy and skills of all citizens,it proposes a “3+1” overall framework of digital economy including digital literacy and skills improvement of all citizens. The report uses literature survey and case study to study and analyze a large number of domestic and foreign literatures and important policies. It introduces the different promotion mechanisms and effective paths of countries such as the UK,Australia and India in improving digital literacy and skills of the whole people,and the specific measures taken by some provinces and cities in China in improving digital literacy and skills of the whole people. In particular,the paper introduces the innovative practical experience of Weiyuan County in Neijiang City in carrying out the project of “Training trainers” on digital skills and knowledge,and promoting the transformation of “learning-innovation-productivity-competitiveness”. At last,the report puts forward countermeasures and suggestions for improving the digital literacy and skills of the whole population in Sichuan Province from the aspects of top-level design and implementation,leading cadres taking the lead in being good digital citizens,carrying out pilot demonstration,carrying out digital literacy work,expanding the supply of digital resources,and building a digital literacy and skills training system.
