The community is the basic unit of people’s life and the “last mile” of social governance，and plays a fundamental role and role in the national governance system. As an important orientation and realization method of grassroots governance，grassroots deliberative democracy plays an irreplaceable role in grassroots governance. Consultative democracy is highly compatible with the development needs and value orientations of grassroots social governance. Giving full play to the functional advantages of deliberative democracy in urban community governance and transforming it into governance efficiency has important practical significance for enriching the practice of the socialist deliberative democracy system and promoting the modernization of grassroots governance. To promote the modernization of community governance in the new era，efforts should be made to improve the participation mechanism of deliberative democracy and promote the quality of community deliberative democracy；improve the guaranteed mechanism of deliberative democracy and promote the improvement of community governance procedures；build an innovative mechanism for deliberative democracy to promote the release of community governance efficiency.
