Social forces are an important driving force for deepening the practice of social governance. Actively guiding social forces to participate in grass-roots social governance is the inherent requirement of upholding and improving the social governance system of co-construction，co-governance and sharing，and an important means to consolidate the grass-roots foundation of social governance. In recent years，Henan Province has seriously practiced the governance concept of co-construction，co-governance and sharing，continuously developing and strengthening social forces to participate in grass-roots governance，actively promoting the normalization and institutionalization of the development of social organizations，and the mechanisms and channels for social forces to participate in grass-roots social governance. Approaches and operational validity continue to expand. However，there are still some problems in the improvement of the development mechanism of social organizations，the guarantee of professional talents，and the improvement of capacity building. This requires effectively integrating the two governance forces of government management and social autonomy，doing a good job in the cultivation and development of new social organizations，and smoothing the channels for social organizations to participate in grassroots governance，so as to actively gather diverse social governance forces and continuously improve the effectiveness of grassroots governance.
