科技人才的激励是激发科技创新潜力的重要手段。近年来,四川省出台了一系列激励科研人员创新创业的政策,在收入分配领域进行了一些有益的探索实践,对激发科技人才活力起到了积极作用。但是由于科研事业单位类型较多、情况复杂,薪酬制度改革滞后,对于科研人员的激励仍然不到位,科研人员的满意度较低,科研人员的激励政策还有待进一步细化和深入。通过文献整理、调查问卷和实地调研等方式,我们发现目前科研人员收入分配工作比较缺乏统筹管理、缺乏科学有效的绩效考核办法,工资决定机制和增长机制还有待进一步完善等。今后,应该加强科研事业单位收入分配的顶层设计,优化工资水平决定机制和增长机制,合理确定工资结构,完善绩效考核办法,健全科研事业单位收入分配机制,为进一步激励科研人员创新创造提供支撑。
<<The incentive for scientific and technological talents is a crucial method to stimulate the potential of scientific and technological innovation. In recent years,a series of policies has been introduced to stimulate the innovation and entrepreneurship of scientific researchers. Useful explorations and practices have been made in income distribution,playing a positive role in vitalizing scientific and technological talents. However,due to numerous types of research institutions and complex realities,the reform of salary system lags behind with insufficient incentives for researchers and low satisfaction. Accordingly,the incentive policies need to be further refined. Through literature,questionnaires and field research,this paper finds that there is a lack of integrated management and a scientific and effective performance assessment method in the current salary distribution. It also finds that the salary determination mechanism and growth mechanism need to be improved. In the future,it is necessary to strengthen the top-level design of income distribution,optimize the mechanism that determines wage level and salary growth,build wage structure reasonably,improve the performance assessment and income distribution in scientific institutions so as to provide support for further stimulating innovation and creativity of scientific researchers.
