四川省是人口大省、农民工大省，农民工总量多，在建项目基数大，根治拖欠农民工工资工作任务艰巨繁重。开展依法治理拖欠农民工工资问题调查研究是摆在当前经济社会发展中的一个重大课题，不仅对进一步完善治欠政策具有很强的现实针对性，而且对做好“十四五”时期根治欠薪工作也具有全局性和前瞻性意义。本文对《保障农民工工资支付条例》贯彻现状、问题、原因进行具体分析，发现《保障农民工工资支付条例》目前尚有一些制度难以落实，未来应当进一步完成制度体系，搭建制度框架，辅助该条例的落实，推动保障农民工工资支付工作向纵深推进。
<<Sichuan is a province with a large population and a great amount of migrant workers. Numerous migrant workers and projects make it difficult to eradicate the problem of unpaid wages of migrant workers. It is a major issue to carry out a research in the problem，which is not only highly targeted at the policy optimization，but also has an overall and forward-looking significance for the relevant work in the 14th Five-Year Plan period. This paper analyzes the current situation，problems emerged in the implementation of the Regulations on the Payment of Wages to Migrant Workers and relevant reasons. It turns out that some regulations are difficult to implement. This paper suggests completing institutional system and framework，improving the implementation of the Regulations，and better guaranteeing the payment of wages to migrant workers.
