随着平台经济、零工经济、共享经济的迅速发展,以“外卖小哥”“网约车司机”等为代表的新就业形态从业人员规模不断扩大。四川省立足保障新就业形态从业人员合法权益,以全民参保计划为抓手,深入推进新就业形态从业人员参保扩面工作,取得了一定成效。但由于新就业形态具有劳动关系灵活、工作方式弹性等特征,现行政策制度还难以充分满足发展需求,存在劳动关系认定难、主管部门缺位、制度吸引力不强、政策包容度不高等问题。本研究通过开展实地调研、座谈交流、问卷调查,在摸清全省新就业形态从业人员参保扩面工作现状的基础上,针对当前四川省新就业形态从业人员社会保障工作存在的困难和问题,提出完善法律制度体系供给,提升养老保险制度吸引力、实施平台企业从业人员职业伤害保障试点、提高从业人员参保积极性等举措,对做好新就业形态从业人员参保扩面工作具有一定参考价值。
<<With the rapid development of the platform economy,the gig economy and the sharing economy,the scale of employees in the new employment patterns represented by delivery personnel and car-hailing drivers keeps expanding. Aimed to protect their legitimate rights and interests,some progress has been made in expanding the coverage of social insurance. However,current policies cannot effectively cope with the different labor relation and flexible manner of working due to the difficulties in identifying labor relations,the negligence of authority and low attractiveness of social insurance. To solve these problems,this study provides insight into the current situation through field research,symposium and questionnaire survey. All suggestions are of great reference value such as improving social insurance policies,launching pilot projects of occupational injury protection,raising workers motivations in insurance,etc.
