    四川省健全职业技能培训体系的理论分析与实践探索

    摘要

    技能人才是推动经济高质量发展和实施成渝地区双城经济圈战略的重要人力资源支撑。职业技能培训体系建设是技能人才培养的重要保障。四川省职业技能培训经过长足发展,政策体系得到不断完善,人才培养能力稳步提升,人才评价机制逐步健全,人才成长环境也得到了改善。但随着“5+1”“10+3”“4+6”等现代产业体系发展战略的相继提出,现有体系不能完全满足四川省对技能人才尤其是高技能人才的需求。本文在借鉴发达国家、地区职业能力建设先进经验基础上,结合系统论,针对四川省职业技能培训体系发展实践,提出了明确目标、强化主体、理顺关系、明确责任、改善环境等对策建议,为职业技能培训体系的进一步完善提供四川省样本。

    Abstract

    Skilled personnel are an important support for promoting high-quality economic development and implementing the strategy of the Chengdu-Chongqing economic circle. The construction of vocational training system is a significant guarantee for the cultivation of skilled talents. With the rapid development of vocational training,the policy system has been continuously improved with the ability to cultivate talents steadily improved. Likewise,the talent evaluation mechanism has been gradually improved,and the environment for talent growth has also been improved. However,with the proposed development strategies of modern industrial systems such as “5+1”,“10+3” and “4+6”,the existing system cannot fully satisfy the needs of skilled talents,especially high-skilled talents. Drawing advanced experience in vocational capacity building from developed countries and regions,combined with theories and practices,this paper puts forward countermeasures and suggestions such as clarifying objects,intensifying subjects,straightening out relations,defining responsibility and improving environment so as to provide a sample for the further improvement of the vocational training system.
