    四川省县域人力资源服务业现状分析及发展路径研究

    摘要

    乡村振兴,关键在人。乡村振兴归根结底是人才振兴。实施乡村振兴战略,必须破解人才瓶颈制约。人力资源服务业作为现代服务业和生产性服务业的重要组成部分,是实施创新驱动发展战略、就业优先战略和人才强国战略的重要抓手,亦能为乡村振兴战略的实施提供有力的人才保障。因此,本文以四川省为例,试图探索乡村振兴战略视域下县域人力资源服务业发展路径。通过对四川省县域人力资源服务业发展现状的研判和发展问题的把握,本文探索性地提出了“强主体、建园区、创品牌、优业态、聚人才”五大战略路径推动县域人力资源服务业发展,以期充分发挥人力资源服务业在助力乡村振兴战略中的重要作用,不断增强乡村振兴内生动力和发展后劲。

    Abstract

    The key to rural revitalization lies in people. In essence,rural revitalization is the revitalization of talents. To implement rural revitalization strategy,it is necessary to break the bottleneck of talents. As an important part of modern service industry and productive service industry,human resources service industry is crucial for innovation-driven development strategy,employment priority strategy and the strategy of strengthening the nation through human resource development. It can also provide strong talent guarantee for the implementation of rural revitalization strategy. Therefore,taking Sichuan Province as an example,this paper tries to explore the development path of human resources service industry in counties regions under the vision of rural revitalization strategy. Through the study of the current situation and development problems,this paper proposes five strategic paths in an exploratory way,including strengthening the main body,building industrial parks,creating brands,optimizing business forms and gathering talents in order to promote the development of human resources service industry in county areas. By doing so,it is aimed at giving full play to the important role of human resources service industry in rural revitalization strategy,constantly enhancing its internal driving force and development momentum.
