The key to rural revitalization lies in people. In essence，rural revitalization is the revitalization of talents. To implement rural revitalization strategy，it is necessary to break the bottleneck of talents. As an important part of modern service industry and productive service industry，human resources service industry is crucial for innovation-driven development strategy，employment priority strategy and the strategy of strengthening the nation through human resource development. It can also provide strong talent guarantee for the implementation of rural revitalization strategy. Therefore，taking Sichuan Province as an example，this paper tries to explore the development path of human resources service industry in counties regions under the vision of rural revitalization strategy. Through the study of the current situation and development problems，this paper proposes five strategic paths in an exploratory way，including strengthening the main body，building industrial parks，creating brands，optimizing business forms and gathering talents in order to promote the development of human resources service industry in county areas. By doing so，it is aimed at giving full play to the important role of human resources service industry in rural revitalization strategy，constantly enhancing its internal driving force and development momentum.
