This paper analyzes the development characteristics and trends of human resource service industry in Rizhao. In recent years，Rizhao has achieved leap-forward development and wonderful change. As the industrial scale has been continuously expanding，service products have been increasingly enriched，industry agglomeration effect becomes remarkable，Fruitful achievements in internationalization，brand building value has been prominent，association leading role has been highlighted，and service standard has been increasingly improved. In the future，Rizhao human resource service industry will continue to promote service product development and innovation. At the same time，increasing the construction of industry talent；promoting specialization，standardization，digitalization，internationalization，and branding construction；giving full play to the talents，technology，capital and market promotion；improving the level of service comprehensively. Besides，the city also needs to play the role of industrial park agglomerating，and continue to move towards high-quality development under the mode of “government-led，association-led and market-oriented operation”.
