In recent years，the form of flexible employment has become a hot topic in society. With the technology empowerment of human resource industry，a new flexible employment model of platform employment has been created. Meanwhile，the traditional flexible employment mode is becoming more mature and gradually accepted by the public. The purpose of this article is to analyze the mode，operation and strategic layout of flexible employment services of listed human resources service companies. Combined with the existing policies，it is concluded that laws and regulations related to flexible employment services will be increasingly improved；new technologies will be deeply applied in the field of flexible employment services；flexible employment groups will penetrate from bottom to top；human resource service companies will deploy from the B side to the C side，and establish the integration of service，which hope to provide a reference direction for the development of the industry.
