2021年北京市人力资源服务行业环境有力推动了经营性人力资源服务机构的发展。通过对《经营性人力资源服务机构名录》中的2955家注册企业分析发现,经营性人力资源服务机构的发展受政策推动作用明显,呈现机构数量阶段性快速扩张、机构规模以中小型企业居多、以许可类等传统业务为主、区域分布以国家级产业园所在区为主、从业人员专业化及职业化程度不高等特点。结合这些特点,本文有针对性地提出了推动北京市经营性人力资源服务机构高质量发展的对策。

In 2021,the industry environment of human resource service development in Beijing has strongly promoted the development of operational human resource service providers. Through the analysis of 2955 registered enterprises in the “Directory of Operating Human Resource Service Providers”,the development of operational human resource service providers is obviously promoted by policies. The development presents the characteristics of rapid expansion of the number of institutions in stages,with the majority of small and medium-sized enterprises in size,based on traditional business of licensing,regional distribution to the area where the national industrial park is located and low professionalism of employees. Combined with these characteristics,the paper puts forward targeted countermeasures to promote the high-quality development of operational human resources service providers in Beijing.
