当前,灵活就业已具有新的社会内涵和现实意义,对社会稳定和经济发展具有重要的促进作用。本文在全面梳理国内外研究成果的基础上,从政府部门鼓励和规范灵活就业发展的实践探索出发,提出了灵活就业的新定义,充分利用大数据资源和抽样调查研究成果,深入研究灵活就业的群体特征、就业状况、收入水平、社会保障等,并针对灵活就业人员社保覆盖率低、权益维护难、有效监管难等症结,提出进一步加快完善政策法规、部门协作、就业登记、就业服务以及动态监测等五方面体制机制建设的政策建议,为切实保障灵活就业人员合法权益等提供决策参考。
<<At present,flexible employment becomes a new social connotation and practical significance,which plays an important role in promoting social stability and economic development. Based on a comprehensive review of domestic and foreign research results,it proposes a new definition of flexible employment from the practical exploration of government departments to encourage and regulate the development of flexible employment. The paper makes full use of big data resources and sample survey research results to study the characteristics of flexible employment groups,employment status,income level,social security,etc. Derived from the problems of low social security coverage,maintain rights and interests protection and effective supervision,policy suggestions are put forward to further accelerate the improvement of the system and mechanism construction in five areas,including policies and regulations,departmental collaboration,employment registration,employment services and dynamic monitoring,which provide reference for effectively protecting the legitimate rights and interests of flexible employment personnel.
