Internet public participation literacy is an effective carrier and an important starting point for the construction of Internet civility. It mainly includes three dimensions：Internet political participation，Internet social participation and Internet participation in civilization co-construction. Through a combination of online and offline surveys，this report calculated the total score of Shenzhen netizen’s public participation literacy to be 67.3 points. Among them，the score of Internet political participation was 63.1 points，Internet social participation was 59.4 points，and Internet participation in civilization co-construction was 79.4 points. The Internet public participation literacy of Shenzhen netizens can be improved. The report found that the majority of netizens have high literacy in acquiring political information on the Internet and good literacy of Internet participation in civility co-construction. They actively obtain the government information they need on the Internet，and pay attention to the poverty alleviation，anti-epidemic or disaster relief donations. They are willing to participate in the “positive energy transmission” online activities. Improving the netizens’ public participation literacy of netizens can promote the creation of a co-constructed and shared online public life，and help build a consensus on Internet civility that is upward and good.
