Internet civility is an important aspect of social civilization in the new era and an important area in building a strong cyber power. In accordance with The Opinions on Strengthening the Construction of Internet Civility issued in September 2021 by the General Office of the CPC Central Committee and the General Office of the State Council，this report has taken the lead in creating an indicator system for Internet civility literacy nationwide. Blending top-level design and practical orientation，the report takes into account the two perspectives：baseline protection of Internet civility and social advocacy of Internet civility. The indicator system includes six primary indicators of Internet ideological literacy，Internet moral literacy，Internet cultural literacy，Internet normative behavioral literacy，Internet self-discipline and supervision literacy，and Internet public participation literacy，22 secondary indicators and a number of specific questions. In addition，40 representatives from the government，industry，media，scholars and Internet users were invited to make a comprehensive assessment of the com-position and weighting of each indicator，laying down a scientific and compre-hensive Internet civility literacy system. The report conducted a questionnaire survey with a quota sample of 11500 Shenzhen Internet users aged 14 or above，and also used big data analysis methods to analyze the online expressions of 56293 Shenzhen netizens. The report shows that the score of Shenzhen netizens’ Internet civility on the six major dimensions is 81.85 points，and 0.43 points should be deducted negatively from the uncivilized expressions on the Internet，and the final score is 81.42 points. In the opening year of the 14th Five-Year Plan，the Internet civility literacy assessment will set a framework for the construction of Internet civility and clarify the grasp to put the work of Internet civility into practice.
