    民族地区文化和旅游融合发展实践、经验与挑战

    摘要

    近年来,民族地区充分发挥资源禀赋优势,从职能、业态、产品、市场等多领域整合资源,推进文化产业与旅游业相融相生,文化产业与旅游业系统耦合协调度整体呈上升态势。民族地区在推进文旅融合发展过程中积累了丰富的经验,包括强有力的政策支持和保障、重视优秀传统文化的创造性转化和创新性发展、依托丰富多样的生态资源和良好的生态环境、促进文旅融合与富民惠民相结合等。但文旅融合发展水平与优质协调层级仍存在差距,面临不少挑战,如民族文化面临保护与开发双重压力、文化产业牵引力不足、文旅领航企业整合开发能力较弱、科技和创意对文旅融合支撑不够、高素质文旅复合型人才匮乏等。为进一步提升文旅融合发展质量,结合民族地区发展实际,本报告提出以下对策:加强民族文化廊道建设,构建世界级文旅大品牌;“文旅+”“+文旅”双向赋能,培育文旅融合新业态;加强文旅市场主体培育,打造一批文旅旗舰劲旅;发力“科技+创意+旅游”,推动文旅数字化、创意化转型;建立文旅科教创新联盟,筑起文旅融合“人才高地”。

    Abstract

    Promoting the integrated development of culture and tourism is one of the key tasks during the “14th Five-Year Plan” period. In recent years,ethnic areas have given full play to the advantages of resource endowment,integrated resources from multiple fields such as functions,formats,products and markets,and promoted the integration of cultural industry and tourism. The overall coupling and coordination degree of cultural industry and tourism system is on the rise. Ethnic areas have accumulated rich experience in promoting the integration of culture and tourism,including taking strong policy support and guarantee,paying attention to the creative transformation and innovative development of excellent traditional culture,relying on rich and diverse ecological resources and good ecological environment,and promoting the integration of culture and tourism and enriching the people and benefiting the people. However,there is still a gap between the development level of cultural and tourism integration and the high-quality coordination level,and there are many challenges,such as the dual pressure of national culture protection and development,the lack of traction of cultural industry,the weak integration and development ability of cultural and tourism pilot enterprises,the insufficient support of scientific and technological innovation for cultural and tourism integration,and the lack of high-quality cultural and tourism talents. In order to further improve the development quality of cultural and tourism integration,combined with the actual development of ethnic areas,some suggestions are put forward. Strengthening the construction of national cultural corridors and build world-class cultural and tourism brands. “Culture and tourism +”“+ culture and tourism” two-way empowerment to cultivate a new business form of cultural and tourism integration. Strengthening the cultivation of the main body of the cultural tourism market,and create a batch of flagship and powerful cultural tourism. Making efforts to “technology+creativity+tourism”,and promote the digital and creative transformation of cultural tourism. Establishing a cultural,tourism,science and education innovation alliance to build a “talent highland” for cultural and tourism integration.
