In the past two years，the legal construction of Beijing museums has represented some new characteristics. Firstly，rule of law system in the local museum has been continuously improved. Secondly，the reform of museum corporate governance structure has been carried out in an orderly manner. Thirdly，the protection and utilization of museum intellectual property has become a hot topic. At the same time，the legal status of unincorporated museum is awkward and the independence of museum corporate will is still not strong. In view of the existing problems，from the perspective of scientific and reasonable understanding of the legal status of museums，the report puts forward the solution and counter-measures of respecting and developing the dualistic mechanism of the legal subject of museums，and distinguishing the different forms of responsibility in the dualistic mechanism.
