The construction of urban data brain is the key to promote the construction of new smart city and improve the modernization of urban governance system and governance capacity. At present，the construction of Henan’s urban data brain has just started，and there are still many problems and challenges，such as lack of top-level design，lag in system construction，insufficient response to urban governance needs，insufficient data interconnection，and weak digital governance risk prevention，so that its overall construction effect is not obvious. To this end，it is necessary to start from six aspects：strengthening top-level design，promoting the development and integration of data resources，researching and developing practical common technologies，strengthening the construction of digital application scenarios，stimulating market vitality，and coordinating security and development. In the end，in the process of building Henan’s urban data brain，a pattern of multiple measures and coordinated advancement will be formed.
