In recent years，Henan has been accelerating the layout and construction of new infrastructure such as 5G，data center，Internet of Things，industrial Internet，and charging pile，and has achieved remarkable results. However，the construction of integration infrastructure and innovation infrastructure are relatively lagging behind. In particular，the construction of information infrastructure with 5G as a breakthrough has not yet been transformed into industrial advantages，infrastructure construction and application scenario building are not matched，key breakthroughs are not coordinated with comprehensive deployment，and construction demand and supporting supply are not synchronized. To this end，it is necessary to cut into the rhythm of time field，accelerate the development of general platform technology，enhance the traction role of application demand，improve the efficiency of resource overall allocation，build a strong network province security barrier，and improve the resource element guarantee capability.
