城镇化进程加大了河南城市公共服务供给压力,居民需求的差异化、多样化、个性化让政府力不从心。进一步提高河南城市公共服务供给水平、满足居民需求已经成为河南建设服务型政府的重要内容。本报告通过构建公共服务供给反馈模型,对河南城市公共服务供给过程进行二元主体分析,发现河南城市公共服务供给在公共服务购买反馈链、直接公共服务供给反馈链以及间接公共服务供给反馈链上的制约因素。在这些制约因素上的不足使河南省城市公共服务供给在整个供给反馈链上无法形成正向反馈激励。基于此,本报告从制约因素出发进一步提出提高河南城市公共服务供给水平的措施,以期构建一个正向的公共服务反馈激励机制,持续精准提高公共服务供给水平。
<<The urbanization process has increased the pressure of urban public service supply in Henan,and the differentiation,diversification and individualization of residents’ needs have overwhelmed the government. How to further improve the supply level of public services in Henan cities and meet the needs of residents has become an important part of building a service-oriented government. By constructing a feedback model of public service supply,this paper analyzes the binary subject of public service supply process in Henan cities and finds that the constraints of public service supply in Henan cities in the feedback chain of public service purchase,direct public service supply and indirect public service supply make the public service supply in Henan province unable to form positive feedback incentive effect in the whole chain,which limits the public service supply This paper focuses on the constraints. Based on these constraints,this paper proposes measures to improve the level of public service supply in Henan cities in order to build a positive feedback incentive mechanism for public service supply,enhance the sustainability of public service supply,and continuously improve the level of public service supply.
