应急管理是国家治理体系和治理能力的重要组成部分。党的二十大报告将国家应急管理体系纳入国家安全体系，对防范化解重大安全风险、及时应对处置各类灾害事故、保护人民群众生命财产安全和维护社会稳定提出了更高的要求，也为吉林省未来应急管理工作指明了目标和方向。几年来，吉林省应急管理体系在不断的调整中逐步完善，各级应急管理部门的战斗力得到全面提升，在应对自然灾害、生产安全事故、公共卫生事件等风险挑战方面取得一系列新进展、新成果。本报告在系统梳理吉林省应急管理体系建设现状的基础上，提出新时代应急管理工作面临的主要挑战：多灾种叠加考验极端条件下的综合应急能力，大城市多元风险考验基层社区防灾减灾整体效能，大灾巨灾考验全省应急物资供应保障能力。最后尝试提出相应的建议：加快提升全省大城市的数字化应急能力，提升基层应急管理的整体效能，建立多层次的应急物资保障供应体系，加强应急人才队伍培育和专家智库建设。
<<Emergency Management is an integral part to our governance system and governance capabilities. The report to the 20th National Congress of the Communist Party of China has incorporate the National Emergency Management System into the National Security System，raised higher requirements for fend off and defuse major risks，timely handle all kinds of disasters and accidents，protect people’s lives and property，maintain social stability. And also pointed out the further direction of the Emergency Management in the future. For several years，the Emergency Management System of Jilin has been gradually improved，And dealing with a series of challenges，such as natural disasters，industrial accidents，Public health emergency etc. This report base on the current situation of Emergency Management System in Jilin Province，Put forward the main challenges faced by emergency management in the new era，And try to bring forth corresponding suggestions.
