The EU implemented the new growth strategy-“European Green Deal” in 2021,including the “Fit for 55” package launched by the Commission,the “European Climate Law” has officially entered into force,which guiding the entire European green transition in an all-round way. In addition to launching“hard” measures mentioned above,the European Commission promoted “soft” measures,such as citizen dialogue or public participation to shape the EU’s green consensus and improve green democracy. In the context of global geopolitical changes and adjustments,the EU actively promoted climate diplomacy,and utilized market and geopolitical influence,expertise,and financial resources to promote the EU’s green transition mode to the world. However,in the process of green transition,the EU also faced many challenges caused by the game of geopolitical interests,“brown” lock-in,and insufficient EU leadership in international climate governance.
