China-EU relations in 2021 had been developing at a low level since the outbreak of the COVID-19 pandemic,and presented a mixing picture of cooperation and competition. The EU’s shaping of China-EU relations is characterized by continuous consolidation of the triple identities (partner,competitor,rival) of China. This report applies perception,decision-making,and practice as the analytical logic to systematically interpret the characteristics of the EU’s policy on China and the impact on China-EU relations. It is argued that the EU’s perception of whether China is an opportunity or a threat has evolved:while viewing China as an opportunity for development,the EU is increasingly highlighting the threats and challenges China poses to it in multiple fields such as institutions,values,and high technology. Led by such views,the EU has put more emphasis on how to deal with Chinese threats and fend off China,highlighting the orientation of values and reciprocity in cooperation,and strengthening the protection of the EU’s own interests. The main outcome of the EU’s diplomacy in 2021 are to regain alliance diplomacy and promote transatlantic policy coordination towards China;uphold rule-first strategy,strengthen the control and competition for the commanding heights of rules and self-protection in key areas;seek cooperation and expand consensus on global challenges such as climate change;carry out the Indo-Pacific strategy,and strive to make something dome. Due to the outbreak of Russia and Ukraine conflict,the consensus and divergence on the crisis between China and Europe are rising. Overall,the resilience and tension of China-EU relations remain,but their relations are now far from the comfort zone.
