The EU has long advertised itself as a “normative power” on the international stage,but in recent years,under the impact of a number of crises at home and beyond,the EU has increasingly viewed international affairs through the lens of geopolitics,focusing on building its “hard power”. We propose the concept of “normative geopolitical diplomacy”,and analyze the EU-US relationship,the EU-Russia relationship,EU-Africa relationship,and the “EU Strategy for Cooperation in the Indo-Pacific”. While the EU may ultimately be able to emerge as a power with greater security and defense capabilities,the EU’s “weaponization” of its normative or economic “soft power” could come at a high credit and economic cost.
