Under the guidance of Guangzhou Civil Affairs Bureau，in order to positively deal with the difficulty of aging population and the lack of elderly care service，Guangzhou Volunteers Association has built a charity platform-a social welfare program “Time Bank”-to call for an idea that give when you are young and gain when you are old by saving and exchanging the voluntary time in the bank，which encourages people to serve their own pension service by joining volunteering to accumulate “serving time”. The article expounds the experiences of how this social welfare program in Guangzhou forms an open management mode of co-construction and sharing by the operation of socialization，explores the elderly care service model with equal emphasis on supply and demand through professional development，and structures a service system of “Younger Elderly Help the Older” based on systematic operation. The article also gives advice on how to develop a community mutual aid pension model，including enhancing the top design to promote the sustainable development of the “Time Bank”，increasing the financial support to ensure the enhancement and development of the “Time Bank”，improving the level of elderly faculties and expanding the social networks of the “Time Bank”.
