Based on the analysis results of the development characteristics of community voluntary service in Guangzhou，this paper puts forward corresponding suggestions for the key work to be done well in the development of community voluntary service in Guangzhou during the 14th Five-year Plan period. This article also proposes that，the organization must strengthen the CCP construction leadership in the fundamental community，speed up the relevant policy formulation，increase the organization running management and keep updated against the peoples’ basic needs. They should also enrich the service methods，set up platform for demands and supply，with an aim to strengthen the resources integration. On the other hand，they may make good use of the advantage of the masses and Communist Youth League and encourage the voluntary to participate in the community service. The community voluntary service development mode should also be professionalized in a project-running way，the communication and inspiration for the volunteers should be increase，the training scale should be raised and the policy research must also be enhanced.
