By combing the history of the application of China’s lottery technology，this paper puts forward the necessity，feasibility and key and difficult problems that can be encountered in the welfare lottery industry technology upgrading. On this basis，a plan for the construction of technological upgrading is proposed，which includes：a comprehensive lottery sales platform and an operation system based on the lottery issuer’s real-name account platform and compatible with the cash sales system.
