The analysis of the mainstream views of academia and the academic origins of the welfare lottery’s social responsibility system reveals that academia and welfare lotteries are biased towards building their own social responsibility systems by drawing on foreign CSR theories and domestic and international non-lottery guidelines and standards，which misleads the direction of development in terms of strategic positioning and micro-paths. The academic community’s understanding of Archie from 2013 to 2020，welfare lotteries published 55.4% of their social responsibility reports with reference to non-industry guidelines and standards，and 30.7% with reference to industry guidelines and standards，leading to a misinterpretation of the applicability of the Archie Carroll CSR pyramid model. The correction of the bias in doctrinal origin should follow the principles of party leadership，materiality and sociality；and a complete understanding of Archie Carroll’s three-dimensional social responsibility model. Carroll’s three-dimensional social responsibility model，highlighting the two dimensions of social problems and social responses；removing the indicators and non-core indicators in the guidelines and standards such as the China Welfare Lottery Social Responsibility Reporting Indicator System，and deleting the internal affairs indicators；this is a feasible solution to correct the bias in the theoretical origins of social responsibility in welfare lottery.
