This paper summarizes and analyzes the collection，distribution，use and changes of China’s lottery public welfare fund in 2021. By systematically combing the central government’s centralized public welfare fund policies over the years and the latest relevant documents，it summarizes the characteristics of China’s public welfare fund distribution and use of “two adherences and six changes”：adhering to the use principle and issuance purpose；persist in helping national major and emergencies；the coverage continues to expand，the influence continues to deepen，the project forms tend to be diversified，and the use of funds is gradually precise and professional. In order to better promote social equity，we should further clarify the realization path of lottery public welfare funds in the third distribution，optimize its realization mechanism，pay attention to and give full play to the role of lottery public welfare funds in the third distribution，so as to promote the realization of common prosperity.
