本文主要探讨了2021年中国福利彩票省级层面销售情况，包括总销量、销量占比、销量在GDP中占比、福彩发展指数、福彩偏差指数、人均购彩等相关维度，并结合往年数据进行对比分析，基于相同既定条件寻找具有价值的结论。此外，根据本文中设定的“彩票偏差指数”，可以按照偏差指数计算方式，更直观地看出各省份福利彩票销量与GDP之间的关系，得出“西部、北部各省份内，大多省份福利彩票销量占比高于省GDP占比”“东南沿海、中部各省份内，大多省份福利彩票销量占比低于省GDP占比或与之基本持平”等结论。最后，本文详细对比了2021年各省份福利彩票人均销量与体育彩票人均销量的情况，分析各省份福利彩票与体育彩票间的相关情况。
<<This paper mainly discusses the provincial level sales of welfare lottery tickets in China in 2021，including the total sales，proportion of sales，proportion of GDP，welfare lottery development index，welfare lottery deviation index，per capita lottery purchase and other related dimensions，and makes a comparative analysis based on the data of previous years to find valuable conclusions based on the same established conditions. In addition，according to the “lottery deviation index” set in this paper，we can more intuitively see the relationship between welfare lottery sales and GDP in each province according to the calculation method of the deviation index，and draw the conclusion that “in the western and northern provinces，the proportion of welfare lottery sales in most provinces is higher than that in their provinces’ GDP”，“in the southeast coastal and central provinces，the proportion of welfare lottery sales in most provinces is lower than or basically equal to that in the provinces’ GDP”. Finally，this paper compares the per capita sales of welfare lottery and sports lottery in each province in 2021 in detail，and analyzes the correlation between welfare lottery and sports lottery in each province.
