    祁连山地区经济、社会、环境协调发展研究

    摘要

    本文综合分析了祁连山地区经济、社会、环境协调发展取得的成就和存在的不足。(1)祁连山GDP占甘肃省和青海省GDP的比重总体呈下降趋势,祁连山地区各市(州)经济发展、产业结构和居民收入等宏观指标差异较大。(2)祁连山地区用水量有所下降,而水资源利用效率整体偏低;在用水总量中,农田灌溉用水占比显著高于其他用途,基本保持在70%以上,工业节水效果比较显著。(3)祁连山地区碳排放总量增长较快,祁连山地区碳排放量占甘肃省和青海省碳排放总量的比重总体呈现上升趋势;工业化石能源消耗碳排放量占比超过60%,“十三五”末工业过程对祁连山地区碳排放量的贡献超过了1/4。(4)祁连山地区陆地生态系统具有较强的储碳(碳汇)功能,在固碳方面发挥较大的作用。本文提出了相应的对策建议,包括:加快构建绿色生态产业体系;加强重点领域节水特别是农业灌溉节水,全面推进节水型社会建设;持续推进节能减排工作,不断提高新能源使用比例,持续降低碳排放强度;实施祁连山生态系统保护和修复工程,不断提高陆地生态系统碳汇能力和碳储量。

    Abstract

    This report has comprehensively analyzed the achievements and shortcomings of the economic and social environment development in the Qilian Mountain region. (1)The proportion of GDP in the Qilian Mountain region to the total GDP of Gansu and Qinghai Provinces has been generally on a declining trend,and the macro indicators of economic development,industrial structure and resident income has varied widely among the cities and prefectures in the Qilian Mountain region. (2)The water consumption in the Qilian Mountain region has decreased,despite the low overall water utilization efficiency;in the total water consumption,the proportion of water used for irrigation in farmland has been significantly higher than the proportion of water used for other purposes and remained above 70%. The effect of water saving in industry has also been relatively significant. (3)The total carbon emissions in the Qilian Mountain region has been growing fast,and the proportion of carbon emissions in the Qilian Mountain region to the total in Gansu and Qinghai Provinces has generally showed an upward trend;in the total carbon emissions,the proportion of carbon emissions from industrial fossil energy consumption has exceeded 60%,and the contribution of industrial processes to carbon emissions in the Qilian Mountain region has been more than 1/4 at the end of the 13th Five-Year Plan. (4)The terrestrial ecosystem in the Qilian Mountain region features strong carbon storage (carbon sink) and plays a large role in carbon sequestration. Finally,this report has proposed corresponding countermeasures,including:Accelerating the construction of green ecological industry system;strengthening water conservation in key areas,especially in agricultural irrigation,and comprehensively promoting the construction of a water conservation society;continuing to promote energy conservation and emission reduction,continuously improving the proportion of new energy use,and continuously reducing the intensity of carbon emissions;implementing the Qilian Mountain ecosystem protection and restoration project,and continuously improving the terrestrial ecosystem carbon sink and carbon storage.
