In order to understand and compare the implementation of voluntary service for civilized practice in the new era，and provide a reference basis for the development of voluntary service towards precision，normalization，facilitation and branding，the Central Civilization Office entrusted China voluntary service research center to carry out the base period investigation of evaluation and monitoring of voluntary service for civilized practice in the new era. According to the stratified random sampling design，Haining and Cixi were selected as the survey areas in Zhejiang Province. The “monitoring and investigation” mainly covers two levels：the first is to evaluate the construction of civilized practice volunteer service system at the county level. The second is to investigate the individual voluntary service needs and participation of residents in the pilot counties. The investigation objects include：participation in voluntary service，cognition at the individual level and service at the village level. Through field and indirect investigation，it is found that the civilized practice voluntary service in the new era has achieved good results and progress，but we still need to see that there are many deficiencies in the civilized practice voluntary service in the new era，such as insufficient incentive and guarantee of volunteers，lack of financial support，constraints of economic development level on the development of voluntary service，and lack of voluntary service organizations Grassroots workers do not pay enough attention to and understand volunteer service，and some social problems in the process of social development affect the development of civilized practice.
