In order to carry forward the spirit of voluntary service of dedication，fraternity，mutual assistance and progress and meet the needs of visually impaired people for a better life. Jianggan District of Hangzhou launched the voluntary service project of “blind people watching movies”，through organizing barrier free film sessions for the blind in urban areas and blind children in schools. It has created a new trend of social civilization of caring for and supporting the disabled. With the strong support of Party and government resources and social resources from Zhejiang provincial Party committee，Hangzhou municipal Party committee，civilization office，disabled persons’ Federation and other departments，the voluntary service project of “blind people watching movies” has carried out professional research on “barrier free movies”，carried out explanation and training on “barrier free movies”，organized “barrier free movies” activities and expanded the public welfare brand of “barrier free movies”，establish a barrier free viewing mechanism. The practice and development of the “blind watching movies” voluntary service project for many years have adhered to people-oriented，closely followed the pulse of the times，attached importance to overall planning and integration，realized mutual integration and interoperability，and continuously expanded the scope of service，which has promoted the normalization of volunteer services for the disabled.
