低碳发展是实现高质量发展的必由之路。将二氧化碳排放与劳动、资本一并纳入扩展的C-D生产函数,通过引入势效系数,导出碳全要素生产率(CTFP)模型,即CTFP等于劳动生产率、资本产出率和碳生产率的加权几何平均。测算结果发现,党的十八大以来,京津冀城市群低碳发展取得显著成效,但低于长三角和珠三角城市群。京津冀城市群在提高低碳发展水平方面,需注重各城市低碳发展的协调性,同时应高度重视资本产出率下降问题。提高低碳发展水平,关键是要优化能源结构、推进高碳产业转型、加强低碳技术研发及规范资本行为,全面提高经济增长质量。
<<Low-carbon development is a important way to achieve high-quality development. Carbon dioxide emissions are included in the extended C-D production function together with labor and capital,and the carbon total factor productivity (CTFP) model is derived by introducing the potential effect coefficient,that is,CTFP is equal to the weighted geometric average of labor productivity,capital productivity and carbon productivity. The calculation results show that since the 18th National Congress of the Communist Party of China,the low-carbon development of the Beijing-Tianjin-Hebei urban agglomeration has achieved remarkable results,but it is lower than that of the Yangtze River Delta and the Pearl River Delta city agglomeration. To improve the level of low-carbon development in the Beijing-Tianjin-Hebei urban agglomeration,it is necessary to pay attention to the coordination of low-carbon development in various cities,and at the same time attach great importance to the decline of capital output rate. The key to improving the level of low-carbon development is to optimize the energy structure,promote the transformation of high-carbon industries,promote the research and development of low-carbon technologies,and regulate capital behavior,so as to comprehensively improve the quality of economic growth.
