Building a beautiful and harmonious countryside that is desirable to live and work in is a new requirement proposed by the Central Committee of the Communist Party of China （CPC） for rural construction during the transition period from a comprehensive well-off society to common prosperity. Its connotation consists of three keywords. It is to promote agricultural modernization and rural modernization as a whole and realize comprehensive improvement of rural areas. The goal of building a beautiful and harmonious countryside that is desirable to live and work in is to make the countryside basically equipped with modern living conditions. The main content is to coordinate the layout of rural infrastructure and public services，improve the completeness of rural infrastructure，convenience of public services，and comfort of living environment，so that farmers can enjoy a modern civilized life on the spot. The pathways to build a livable，business-friendly，and beautiful countryside is to accelerate the improvement of rural public service facilities，continue to promote the modernization of rural governance，build a system and mechanism for urban-rural integrated development，and take the lead in breaking the urban-rural dual structure and achieving urban-rural integrated development at the county level.
