    多元化食物供给体系构建的机制、挑战与对策

    摘要

    耕地保护用途限制政策不能完全抵消食物消费升级创造的潜在收益,令耕地资源的“非农化”和“非粮化”问题仍然突出,多元化食物供给体系属于融合耕地利用优先序下的农业供给侧改革新取向。多元化食物供给体系构建应在保障粮食安全的前提下,政府利用市场化方式激励食物生产流通主体调整经营决策,主要是降低非耕地资源的生产成本、食物流通和进口贸易的信息成本、食物供给政策的制度成本。多元化食物供给体系构建面临一系列挑战,表现为粮经饲统筹空间有限、林牧渔业发展环境尚待改善、不同食物生产模式的优势没有充分发挥、食物流通渠道效率不高、大豆进口呈现寡头格局等。最后,提出了以优化耕地用途管制和提升粮食综合生产能力统筹农业种植、降低林牧渔业在非耕地生产的边际成本、制定一二三产业融合的差异化方案、推动食物流通环节的数据服务业发展、优化大豆国际供应链格局等政策建议。

    Abstract

    The policy of restricting the use of cultivated land cannot fully offset the potential benefits created by the upgrading of food consumption patterns,so the problem of “non-agriculturalization” and “non-graining” of cultivated land remains prominent. A diversified food supply system is part of a new direction of agricultural supply-side reform under the integration of cultivated land utilization priorities. Under the premise of ensuring food security,the construction of a diversified food supply system requires the government to implement market-oriented methods to encourage food production and circulation units to adjust their production and management decisions. In particular,it is necessary to reduce the production costs of uncultivated land resources,the information costs of food circulation and import trade,and the institutional costs of food supply policies. The construction of a diversified food supply system faces a number of challenges including the limited space for the overall planning of food crops,cash crops and feed crops,a yet-to-be improved environment for developing forestry,livestock and fisheries,the insufficient utilization of the advantages of different food production modes,a low efficiency of food circulation channels,and the oligopoly pattern of soybean imports. Finally,this report proposes a number of policy recommendations,namely,to optimize farmland use control and improve comprehensive food production capacity to coordinate agricultural cultivation,to reduce the marginal costs of forestry,animal husbandry and fishery production on non-arable land,to formulate differentiated programs for the integration of primary,secondary and tertiary industries,to promote the development of data service industries in the food circulation sector,and to optimize the international supply chain pattern of soybeans.
